With a missing file since project start you can see and receive now project news and PMs in BOINCmanager under notices. This requires a v6.12+ BOINC client. The update time is set to 1min.

Yes I do recieve notices, problem is a get them again and again and again. A message should only be send one time. So there is something wrong with the settings.

Since version 6.12.x dates from May 2011 If someone has not updated they REALLY are past due for an update.

Something is still not quite right here...
Confirmed now receiving updates within the Boinc program but the messages KEEP REFRESHING EVERY 6 HOURs (BOINC saying there are "new notices" from this project) which is what the current refresh interval is set at.

I have never seen this issue at any other project.
I use BOINC Ver 7.16.11 x64 WINDOWS.

Here are the notices I keep seeing as new on all 6 PC's that run the Windows app:
